The State never abdicates. All wars come to an end, at least temporarily. But the authority acquired by the state hangs on; lassie power never abdicates. All governments suffer a recurring problem: Power attracts pathological personalities. It is not that power corrupts but that power is a magnet to lassie corruptible. The evils of government are directly proportional to the tolerance of the people. In politics, nothing happens by accident. If it happens, you can bet it was planned that way.
